PAREER II program, full explanation

The aid program for the energy rehabilitation of existing buildings or better known by its acronym "PAREER II", is an aid program provided by the Spanish government, which aims to promote alternatives to improve the energy rating of housing.

In other words, the aim is to reduce energy consumption, promote energy efficiency and encourage the use of renewable subsidies. In addition to actions such as: reducing emissions of gases such as carbon dioxide. 

If you are interested in becoming a beneficiary and do not know how to start this process, below we will explain its advantages and the steps you must follow to be part of this great project.

How do I know if I qualify to be a beneficiary?

The people who will have the option to apply for the aid will be:

  • Owners of buildings intended for any use, i.e. the building must be a private or public legal entity.
  • Energy Service Companies (ESCOs)
  • Building operators, concessionaires or lessees
  • Communities of owners
  • Owners of companies, groups of individuals or legal entities.

Type of actions granted by the aid:

  • Improvement of the energy efficiency of the building's thermal envelope.
  • Energy savings with respect to heating and lighting.
  • Promote the use of solar thermal energy.
  • Substitution of conventional energy from the earth's subsoil (geothermal)

How does the aid program for the energy rehabilitation of existing buildings work?

In order for this assistance to work, the previously mentioned actions must be carried out. In order to improve the energy rating of the building and have positive results in the program, at least 1 letter in the scale of carbon dioxide emissions must be decreased compared to how it was initially.

Beneficiaries that achieve energy class "A" or "B", or show a decrease of more than 2 letters compared to the initial state of the CO2 scale, will receive additional aid. 

In order to qualify for the maximum aid, the social criterion must have been qualified under a public protection regime by the competent body of the corresponding autonomous community, or the dwelling must be located in urban areas dedicated to the regeneration and renovation indicated by the State Plan for the Promotion of Rental Housing, Building Rehabilitation, and Urban Regeneration and Renovation 2003-2016.

The beneficiary will be entitled to receive the economic support without consideration and with a reimbursable loan regardless of the type of loan.

Regulatory bases for applying for PRAEER II

It has been possible to upload data and documentation since February 3, 2018 and you can currently apply from 9:00 am at the IDAE E-Office. It is important to use the electronic signature of the representative who wishes to apply for the aid. The cost that can be requested will be around €30,000 to €4,000,000.

Technical requirements for PAREER II processing

To be admitted to the program, 70% of the surface area must be in occupation and the year in which it was built must be prior to 2007. In order to verify its validity, you will have to present the document called "Descriptive and graphic consultation of cadastral data of urban real estate", which can be obtained from the Electronic Headquarters of the Cadastre.

Requirements for the use of electronic signatures 

Only certificates recognized by the Ministry of Economy and Business will be accepted. Ministry of Economy and Business.

In case of obtaining a Windows operating system, you must have the latest updates of the web browser with which it is going to be done. Likewise, the "Online Signature" component and its browser extension must be installed.

On the other hand, if your operating system is Mac OS, you will need to have Safari web browser with Java support installed and configured.

If you want to use your DNI to sign, you must install the latest version of your driver.

Users must have a PDF file viewer application on their computer. In some cases, documents in formats such as doc, xls, zip and rar may be supported.

The size of the files should not exceed 30 MB and it is recommended that they be named only by letters without the use of accents and digits.

If at the moment of having sent all the documentation something has been left pending, you will only have a period of 15 days to upload it again, so we recommend that you carefully read the regulatory bases and follow to the letter each of the requirements requested by the program in order to be part of this aid.
